I have seen this before... instead of hiring permanently straight away, some companies will hire someone as a contractor because they might not have "enough demand" for someone permanent. They can also take the opportunity to see how you will perform as a new employee. I would recommend to speak to the recruiter and ask why was the ad advertised as permanent, but now it changed to "contractor/temp".
I would say, if you already have a job. Don`t bother, unless you REALLY really want it.
If on the other hand you have other decent offers that are as good, or better, then just dismiss this one and take another offer.
